Thurmond Measure Creates Programs to “Educate, Not Incarcerate”

(Sacramento) - Assemblymember Tony Thurmond (D-Richmond) has introduced a measure that creates a fund for universal pre-school and afterschool programs. The programs would be financed by a tax on private prisons which do business with California. “I believe that education matters in the lives of kids.
