- AB 722: Reentry Housing and Workforce Development Program
- Provides five-year renewable grants to counties to fund evidence-based housing, housing-based services, and employment interventions to allow people with recent histories of incarceration to exit homelessness and remain stably housed.
- AB 726: Regional Housing Needs Allocation Incentive
- Allows cities and counties to count the substantial rehabilitation of deeply targeted affordable housing as new construction on their Annual Progress Reports to the California Department of Housing and Community Development.
- AB 752: By-Right Child Care Centers
- Allows childcare centers as ‘by-right’ in residential zones when those centers are co-located with multi-family housing and other legally established community entities.
- AB 790: Funds for Families
- Requires cities, counties, and continuums of care receiving state funds for addressing homelessness to develop specific system supports for women with children.
- AB 768: Elimination of the 2nd Home Rent Control Loophole
- Closes a loophole in Civil Code Section 798.21 to prevent mobile home owners who own two or more homes anywhere, including their vacation mobile home, from benefiting from rent control ordinances.
- AB 818: Permit Streamlining Act
- Prohibits a local agency from denying an application for a permit necessary to rebuild or repair a residential property affected by a natural disaster, such as wildfires, unless the development would result in substandard building.
- AB 874: Affordable Housing Fee Waiver
- Waives most impact and development fees charged by local jurisdictions on residential developments in which at least 49% of the total units are reserved for affordable housing.
Education
- AB 903: Education Technology Empowerment Act
- Directs the California Department of Education, School Board of Education, and California Collaborative for Education Excellence to establish best practices to harness the power of technology to accelerate student academic achievement.
- AB 917: Pathway to Permanent Status
- Would require local education agencies to grant permanent status to certificated employees in school districts and counties with an average daily attendance of less than 250 and for Regional Occupational Centers and Programs operated by a county office of education or a joint powers authority.
- AB 1034: Teacher Credentialing and Youth Mental Health
- Chaptered.
- Requires the Commission on Teacher Credentialing to include a requirement that beginning teachers have a basic understanding of youth mental health.
- AB 1045: UC and CSU Service Learning
- Requires UC and CSU campuses that choose to participate to provide financial incentives to partnering nonprofit organizations for the purposes of facilitating service learning programs and opportunities for undergraduate students.
- AB 1493: Charter Schools Performance Standards for Renewal
- Allows a chartering authority, during its renewal, to consider increases in academic achievement for English language arts and mathematics.
Health
- AB 933: Day Camp Regulation
- Modifies the California Health and Safety Code to ensure that children attending day camps are provided the same level of safety as those attending overnight camps.
Economic Development, Growth, and Household Impact
- AB 1232: Reducing California’s High Cost of Living Act
- Would require state agencies proposing to adopt, amend or repeal any administrative regulation, to assess the potential for adverse economic impacts on businesses and individuals in California—particularly the cost of living.
Transportation
- AB 1114: Private Ambulance Toll Exemption
- Creates an exemption for private ambulance service providers from having to bear the burden of paying toll fees when responding to an emergency situation. This exemption already exists for public ambulance services.
Environmental Safety
- AB 961: California Land Reuse and Revitalization Act Extension
- Extends the sunset date of the California Land Reuse and Revitalization Act (CLRRA) until 2037.
Revenue and Taxation
- AB 976: Commercial Security Tax Credit
- Establishes a tax credit program that will provide a nonrefundable tax credit to small retailers in disadvantaged communities, who purchase or install security equipment.
Judiciary
- AB 1073: Judicial Disqualification
- Extends judicial disqualification to appellate justices—requiring judges to recuse themselves from a case when their impartiality is reasonably questioned due to conflicts of interest or bias.
- AB 1079: Protecting Californian Voter Rights
- Would eliminate the automatic stay of judgement in California Voting Rights Act and Fair Maps Act cases, allowing district elections to continue rather than at-large elections while an appeal is pending.
Local Government
- AB 1060: City Attorney Fee Transparency
- Increase local transparency by requiring money spent by city attorneys is made available to members of their city council promptly upon request while maintaining confidentiality.
Public Safety
- SB 1097: Tribal Trespassing
- Clarifies that federally recognized Indian Tribal lands are considered areas where trespassing would constitute a misdemeanor.
Labor
- AB 1307: Licensed Dentists from Mexico
- Would create the Licensed Dentists from Mexico Pilot Program, in which dentists from Mexico could obtain a 3-year nonrenewable dentistry license and a visa to practice dentistry in California in underserved areas.
- AB 1442: Essential Worker and Economic Stabilization Act
- Establishes a Commission within the Labor and Workforce Development agency to review, investigate, and analyze issues relating to essential workers in the state. Requires the Commission to establish the Essential Worker Legal Work program to provide essential workers with legal pathways to remain in California and work lawfully.
